If your father still plays the clarinet at all, it would be best to let him get his own mouthpiece. The clarinet may or may not come with a mouthpiece. There are clarinets pitched in the key of A, but only experienced players who perform with an orchestra need one. The B-flat clarinet is the "regular" clarinet.
As far as I know, the Buffet B10 is pitched ONLY in B-flat. Make sure whatever clarinet you get is pitched in the key of B-flat. Here's a link from the clarinet manufacturer. I have also used Silvo on every metal surface of nearly all my clarinets at one time or another. It should get rid of that ugly rust-coloured build-up like a charm!!! Apply it to the ring carefuly, ensuring that you don't get any of the liquid on any wood surfaces. Put a little polish on a blue shop towel by holding the toweling over the opening of the bottle and gently tip until you have a small circle of polish. It looks so out of place, since your insrument otherwise is so pristine!!! I have used Silvo for this purpose it will work equally well on silver and nickel finishes. That's the only thing I know of that will effectively remove that tarnish.
